"Implementation Measures for the Extension of Agricultural Machinery" will be implemented on October 1.

In order to do a good job in the promotion and appraisal of agricultural machinery, and standardize the promotion and appraisal of agricultural machinery, the Ministry of Agriculture has recently issued an announcement No. 1438 to announce the newly formulated "Implementation Measures for Agricultural Machinery Extension Appraisal".

The "Measures for the Implementation of the Ministry of Agricultural Machinery to Promote and Appraise (for Trial Implementation)" (hereinafter referred to as the "original method") was implemented in 2007. After three years of trial implementation, 1,241 ministry-level promotion and appraisal certificates were issued. The implementation of this method has played an important role in improving the quality of appraisal work, standardizing appraisal work behavior, improving product quality and service capabilities of enterprises. In order to further unify and standardize the promotion and appraisal of agricultural machinery throughout the country, and promote good experience to various regions, the “original method” has been revised and its name is changed to “Implementation Measures for Agricultural Machinery Extension Appraisal” (hereinafter referred to as “new method”).

Compared with the "original measures," the "new approach" has been adjusted and improved in four major ways: First, it has expanded the scope of application. Based on the promotion and appraisal at the ministerial level, the provincial promotion appraisal will be included in the scope of application. In formulating the relevant provisions, it not only considered the unified requirements of the national appraisal work, but also gave provincial extensions appraisal of appropriate flexibility. The second is to regulate the application conditions. The application requirements for the promotion and appraisal are stipulated, and the ministerial promotion appraisal access thresholds are appropriately adjusted, and the requirements for mass production time and sales volume are further stipulated. The third is to enrich the relevant content. The scope of promotion and identification was clarified, the review principles and approval procedures for certificate changes during the validity period were stipulated, and the eleven cases of certificate revocation during the validity period were defined, which made up for the insufficiency of the relevant contents of the “original method”. The fourth is to strengthen supervision and management. The mechanism for the supervision and management of agricultural machinery appraisal agencies and agricultural appraisal institutions for appraisers was defined by the competent department of agricultural mechanization, and a feedback system for appraising the quality of appraisal work was established so that production companies could evaluate and supervise the appraisal work and personnel.

The Measures will come into effect on October 1, 2010, and the “Implementation Measures for the Evaluation of Agricultural Machinery Ministerial Level (Trial)” (Agricultural Machinery Development [2007] No. 1) issued on January 15, 2007 will be abolished at the same time.
