Ten years plan for energy saving and new energy vehicles introduced during the year

The "Energy-saving and New Energy Vehicle Industry Development Plan (2011-2020)" (referred to as "Planning"), which has guiding significance for China's energy conservation and new energy vehicles in the next decade, will be formally released after the approval of the State Council by the end of the year. In an interview with the Economic Watch Network reporter, the Assistant Secretary-General of the China Association of Automobile Manufacturers, who participated in the drafting of the “Plan”, disclosed that “the coordination of the “plan” (draft) after consultation among the various ministries has been completed. It will be reported to the State Council for approval and will be introduced at the end of the year."

This means that the introduction of "Planning" has entered the countdown phase. At the inaugural meeting of the Central Electric Vehicle Association held in September this year, Miao Wei, Vice Minister of the Ministry of Industry and Information Technology, disclosed for the first time that the draft of the “Energy-saving and New Energy Vehicle Industry Development Plan (2011-2020)” had been completed and continued. After soliciting opinions from all parties, it will be reported to the State Council for approval.

The "Plan", which is highly concerned by domestic auto companies and multinational corporations, elaborates on the direction of energy conservation and new energy vehicle development in China in the next decade, and puts forward clear and quantifiable technical goals.

According to the “planning” (draft) published by the media before this, China’s new energy vehicles will achieve the goal of “preliminary industrialization” in 2015, ie, the market will have more than 1 million vehicles; by 2020, it will be represented by hybrid vehicles. The sales of energy-saving cars have reached the top in the world, with annual sales of 15 million vehicles; the number of new energy vehicles has reached 5 million.

The energy saving target set out in the “Plan” (draft) is: In 2015, the average fuel consumption of new passenger cars will be 35% lower than in 2008, which is 5.9 liters/100 km; by 2020, the average fuel consumption of new passenger car will reach 4.5 liters/hundred. Km, the average fuel consumption of new commercial vehicle vehicles fell by 30% compared with 2015; fuel cell vehicle technology is synchronized with international development, and the average fuel consumption target is higher than that of the United States and is at the same level as the European Union.

It is reported that in the "planning" (draft) proposal, China Automobile Association has proposed to set up a national special project for energy-saving and new energy automobile industry development. The national financial funds will be used for tens of billions of yuan, with small pure electric vehicles and power batteries. The focus is on automotive electronics, energy-saving automotive technologies and hybrid commercial vehicle power systems. A common technology research and development platform has been established to break through key core technologies.

In addition to establishing special funds for the research and development and industrialization of energy-saving and new energy vehicles, the China Automobile Association recommends that it also include a financial subsidy system that provides appropriate subsidies for energy-saving vehicles that are better than the target fuel consumption of the next stage. In terms of taxation policy, it is recommended that vehicle purchase tax be waived for pure electric vehicles and plug-in hybrid vehicles, and that energy-saving and new energy vehicles can enjoy state-subsidized travel tax policies. At the same time, it is recommended to provide supporting funds for power batteries, charging facilities, and battery recycling and ladder utilization.
