The draft of the draft was approved at the Fifth Plenary Session of the 17th CPC Central Committee on October 18, 2010. It has been deployed in changing the mode, expanding domestic demand, and improving people's livelihood. It emphasizes the creation of a new institutional environment through reforms and economic development. Changes can make substantial progress during the 12th Five-Year Plan period.

Prior to this, the "Twelfth Five-Year Plan" proposal has been participated by 67 domestic departments and tens of thousands of experts. It has absorbed the opinions of domestic and foreign economists and ordinary grass-roots people. Safeguarding and improving people's livelihood is the fundamental starting point for accelerating the transformation of economic development methods. And the goal is to increase the income of urban and rural residents and increase government spending on people's livelihood and social undertakings. This is the two major directions for achieving this goal.

According to Xu Xianping, deputy director of the National Development and Reform Commission, the "Twelfth Five-Year Plan" of the "Development and Reform Commission" is planning to produce specific and clear indicators on residents' income expectations. Although the "Eleventh Five-Year Plan" from 2005 to 2010 clearly stated that the urban and rural residents' income must achieve an average annual growth rate of 5% of the planning target, the increase in prices will slow down the actual growth rate of income. Therefore, the clearer expression of the people's livelihood and the design of specific indicators will become the hot topics discussed by the representatives of the “two sessions”.
