On April 14th, Executive Vice President and Secretary-General of the Chinese Society of Automobile Engineers Fu Yuwu accepted an exclusive interview with the reporter of this newspaper, expounding the industry opinion of the implementing country III and the issues of development status from a technical perspective.
"21st Century": The industry has the view that there are still certain problems in the implementation of State III emissions. What do you think?
Fu Yuwu: In fact there is a contradiction now, how to resolve this contradiction, or how to find a balance point. National III emission standards are now implemented nationwide, and developed countries in the world have universally implemented V. We must comply with international standards. This is our great task.
The rapid development of China's auto industry is only a matter of these seven or eight years. In 2000, we implemented the National I emission standard. We implemented State III after 8 years. It should be said that the progress of our standards is very fast. The implementation of the Euro I emission standard to the Euro III emission standard took several decades.
The implementation of the standard, our entire system, manufacturers, petrochemical industry and related environments, can not all support, which requires a comprehensive coordination. For example, oil products are now faced with upgrading, and it is necessary to solve the problem of refining from the technical point of view in order to meet the oil supply of China III. This includes the supply of fuel oil, lubricants, and additives, and there are still problems with the supply of these oils; the automobile is an integration of various technologies, such as automotive electronics, electronic control parts, and we do not currently master State III technology and must buy it. It is controlled by people. We need to buy technology, buy electronic components, buy controllers to meet the country III, which is detrimental to the development of independent brands. It can be said that there is now a contradiction between standards and systems.
"21st Century": What is the attitude of the society and the industry?
Fu Yuwu: I think we can't accept the difference in the market.
China's auto development model is different from that of Europe, America and Japan. China's auto market is a market dominated by domestic demand. It is a differentiated and diversified market. Does China have to implement State III in such a big, differentiated market? Because the country III needs to pay the cost. The price of cars has risen. Can the people afford it? Or is it necessary to implement State III so quickly?
"21st Century": What advice do you have about this?
Fu Yuwu: Some passenger cars and commercial vehicles in the first half of the year have grown rapidly, especially trucks. Use this time to sell as soon as possible, because the price increase after the implementation of State III may affect the sales situation.
However, looking back, the fundamental things have not been resolved. It is hoped that there will be a longer buffer period to meet the different needs of the stage, but the result of coordination between the industry and the environmental protection department is half a year.
China’s national conditions have caused differences, and rapid development has caused many aspects of imbalances. We can sometimes use buffers and seek truth from facts, and treat them with different policies at different stages. The implementation timetable must conform to the national conditions and correspond to the current status of the industry. If it is too advanced, the enterprise will not be able to reach it.
"21st Century": How is the current preparation of the company?
Fu Yuwu: Now that the company is preparing quickly, the company is still very serious, because it will not be able to go to the environmental catalog and it will not be able to sell the car.
