Yang Chuantang pointed out that since 2008, under the strong leadership of the Party Central Committee and the State Council, the Ministry of Transport and the relevant departments have actively explored the promotion of urban public transport priority development, in the aspects of urban public transport legislation, standard revisions, and the creation of public transport cities. Doing a lot of work and accumulating a lot of mature experience has played an important role in advancing the scientific development of urban public transport and has achieved remarkable results.

Yang Chuantang emphasized that at present, the development of urban public transport has entered a new historical stage, the demands of the people are getting higher and higher, and the task of serving the new type of urbanization construction and achieving the goal of a well-off society is getting heavier. At present and for a period to come, we must continue to meet the increasing traffic demand of the people as the core driving force and focus on seven areas of work. The first is to correctly handle the relationship between the government and the market. The second is to promote the "Urban Public Transport Regulations" and supporting regulations as soon as possible, initially built to meet the development needs of the industry's urban passenger transportation standard system. The third is to accelerate the research and development of key systems such as the reform of public transport cost pricing, the compensation system for public transport subsidies, the performance evaluation system for the development level of public transport, and the government's purchase of public transport service systems. The fourth is to strengthen the assessment of the effect of the implementation of relevant policies, strengthen supervision and inspection, and improve the execution of policies. The fifth is to further strengthen the safety management of urban public transportation and comprehensively improve the security protection capabilities. Sixthly, it is to further integrate the carrier for the development of public transportation priority, conscientiously summarize and timely promote the implementation experience of the “Public Transport Metropolis Construction Demonstration Project”, and accelerate the research and development of the “Urban-Rural Transport Integration Project” implementation plan. The seventh is to scientifically determine the development goals, tasks and policies of urban public transport in the “Thirteenth Five-Year Plan” period, and to achieve guidance on the development of different types of urban public transport.
