The weather became ice and became an 'ice slide'.” Zhang Liheng, the community secretary of Quanquan, said that thick ice can have a thickness of 15 cm and thin parts can have 2 to 5 cm.

At 13 o'clock yesterday, the reporter went to Unit 3 of Building 27, starting from the entrance step of the unit, to the slow pace between the first and second floors, and 23-cm thick ice everywhere. Between the first floor and the second floor, there is an ice pillar 1.5 meters high and 30 to 50 centimeters wide.

“The community staff took the initiative to cut ice every day. Now the ice on the stairs from the first floor to the first and second floors was cut away. Each level of the stairs was exposed, and a stage on the slow bench was also cut open. Ice channel, convenient for residents to travel.” Zhang Liheng said.

Property owners have corresponding liability

Shenhe District Real Estate Bureau staff believes that the second real estate manager company should bear some responsibility. However, regarding the specific compensation issues, it is necessary for the community to coordinate the property rights unit, the property owner and the victim to negotiate together, and finally reach an agreement.

Qin Dajun, director of Liaoning Chengming Law Firm, believes that because the main pipeline is leaking and the damage to public facilities is not related to individuals, the property management unit or facility management party should bear the corresponding liability for compensation.
