If a car dealer cannot redeem the certificate and deliver it to the consumer because of the misappropriation of the consumer's car purchase, the consumer's normal license and other rights cannot be realized. According to the evidence provided by the family of the deceased, the "helper disabled scooter" in which the accident occurred was purchased from Hunan Zhenghua Disabled Aids Co., Ltd. on May 31, 2012. After the accident, the Nanling County Traffic Police Brigade commissioned the Anhui Quancheng Judicial Appraisal Center to identify the vehicles involved. The identification results indicated that the vehicles involved were “motor vehicles”.
