2. In some provinces, explore the implementation of the annual review of vehicle operating licenses.
In addition, according to the opinion, 2017 will further regulate the law enforcement of road freight. The details are as follows:
1. Promote relying on highway over-limit detection stations, and the traffic department will be responsible for supervising the elimination of illegal acts, and the public security traffic police will implement the punishment and scoring of the unified law enforcement mode, to avoid repeated fines, and strengthen supervision and implementation nationwide.
2. In principle, all on-site inspection and punishment for trucks exceeding the overload and illegal behavior shall be guided to the highway over-limit inspection station approved by the people's government at or above the county level.
3. The road freight fines shall be paid into the state treasury according to the relevant provisions of the centralized collection system of the state treasury, and the separation of fines shall be implemented.
4. In accordance with laws and regulations, we will promptly formulate a list of road freight penalties, clarify the penalties and announce them to the public.
5. Strictly implement the supervision of key source of freight, “one over four punishmentsâ€, and the measures of highway entrance and weighing to persuade.
6. Strict enforcement procedures for freight vehicles. Law enforcement officers are required to hold legal documents and law enforcement supervision equipment when conducting on-site law enforcement.
7. Improve the national highway law enforcement supervision and reporting platform, and smooth the channels for complaints and reports.
